Is There a Particular Passage That Says That All People Will Hear the Word of God and Have an Opportunity to Be Saved?

God does not arbitrarily send people to Hell. He will make certain that they have an opportunity.

Romans 1:19-20 says, “Because that which may be known of God is manifest in them; for God hath shewed it unto them. For the invisible things of him from the creation of the world are clearly seen, being understood by the things that are made, even his eternal power and Godhead; so that they are without excuse.”

Every single one of us has the light of conscience and the light of creation, even those born in the deep jungles of the world. They will realize that this just did not happen. If you look at the folklore of the tribes who have not been reached by the Gospel, as such, and they explain how everything came into existence. They have the light of creation. The Lord has promised it.

One of the main reasons people go to the mission field across the world to win people to Christ to present the Gospel to them, is that truth that the light of conscience and the light of creation, if received by these people, has obligated the Lord to get the message to them. He does that by winning people to Christ, encouraging them to go to the field and tell others how they can come to know Christ as Lord and Savior.

We are born with an understanding of good and evil to a certain extent in our conscience. That conscience can be seared, and you do away with grasping what is right and what is wrong.

During the Tribulation Period, everyone who has never heard the Gospel and thus, rejected it, will have an opportunity to hear the Gospel as well (Revelation 11:3ff). The two witnesses that will be headquartered on the Temple Mount in the city of Jerusalem will have a ministry of 1,260 days (the first three-and-a-half years of the Tribulation period). Their first results will be 144,000 male virgin Jews who come to know Christ as Savior (Revelation 7:4-8). Revelation 7:9 says that a multitude which no man can number will come to know Christ as Lord and Savior. During that time, Matthew 24:14 says that every single person on Earth will hear the Gospel. The seven-year period of time will be the time of ministry for the 144,000 Jews. They will get the Gospel of the kingdom to everyone on Earth to either receive or reject. God does have a plan. The only reason He has not come back yet (2 Peter 3:9) is that He is not willing that any should perish. This should be our responsibility: getting the Gospel message out, either through support, prayer, or go ourselves to the mission field.
